Chelsea hit with FA fine and suspended transfer ban after admitting 74 rule breaches

Chelsea have been fined £10 million and handed a suspended two-window transfer ban after admitting 74 breaches of Football Association (FA) regulations relating to historical transactions under their previous ownership.

The sanctions follow a lengthy FA investigation into breaches of its football agent regulations, regulations on working with intermediaries and third-party investment in players regulations.

The case relates to conduct between 2009 and 2022, with the FA stating that the majority of the breaches occurred between the 2010-11 and 2015-16 seasons while Roman Abramovich owned the club.

Chelsea’s current owners, BlueCo, self-reported the potential breaches after completing their takeover in 2022 and subsequently cooperated with the investigation.

The FA confirmed the club admitted all 74 charges before an independent regulatory commission.

Chelsea were initially given a suspended six-point deduction alongside the £10m fine. However, the club successfully appealed the punishment.

An independent appeal board overturned the suspended points deduction and replaced it with a suspended registration ban covering two consecutive transfer windows.

The transfer ban will only be activated if Chelsea commit similar breaches before June 30, 2027, allowing the club to continue signing players unless further offences occur during that period.

The FA also confirmed that the full £10m fine will be invested in grassroots football across England.

Chelsea welcomed the decision in a statement, describing it as the conclusion of a process that began when the current ownership voluntarily disclosed historical issues uncovered during due diligence following the takeover.

The club added that it had cooperated fully with the FA by providing thousands of documents throughout the investigation.

The latest ruling also brings another chapter to a series of regulatory cases linked to Chelsea’s previous ownership.

The club has also reached settlements with UEFA and the Premier League over related historical financial reporting matters in recent years, with those investigations stemming from issues identified after BlueCo acquired Chelsea.

The latest FA sanction means Chelsea have now paid more than £18m in fines across multiple football authorities for historical compliance breaches.

Despite the financial penalty, the outcome removes the immediate threat of a points deduction and provides greater certainty for the club heading into the new campaign.

Chelsea can focus fully on football matters, although the FA’s separate investigation into individuals connected to the case has yet to reach its conclusion.
