Arsenal have lacked sufficient attacking depth in the squad. They did not directly replace Emile Smith Rowe or Eddie Nketiah after their transfers last summer.
The club also loaned out Reiss Nelson and Fabio Vieira. They only signed Raheem Sterling on loan to fill the void. Sterling has looked a shadow of himself at Arsenal.
There will be significant investment in the summer, and Lookman could be available for a bargain fee.
The 27-year-old has had another top season for Atalanta with 17 goals and seven assists from 29 outings.
He is valued at £46 million by Transfermarkt, but interested clubs could sign him for much less, given he will enter the final 12 months of his contract this summer.
Liverpool is also an admirer of the former Everton man, and the Gunners must be proactive to secure his signature ahead of their Premier League rivals later this year.
